If you're interested in web design, learn about HTML, CSS, and JavaScript for the webpage itself, and PHP and Ruby for server-side.
But learning Python and other object-oriented languages will help you for those last two.

Python is a server side language. Html is for front end you need to learn html css for a start for the front end then python if you prefer it to any other server side programming language.. As the two are different languages and cannot replaced by the other
