Carefully read given steps. You have to use 'elif' statement or boolean operators.
So your code needs to be

year = int(input())
if year%4==0 and year %100!= 0 or year%400==0:
print ("Leap year")
else :
print ("Not a leap year")

János Bajári for your code only numbers divisible by 400 will be considered as leap year like 400,800,1200,1600 which is obviously wrong output .

Maybe take a look at the following article to understand what years are considered as leap ones.
