What technology should I learn to make a video sharing website like Udemy/YouTube but without AI?

You need a server where upload the videos and transform them to you desired format (mp4), then I recommend you to validate videos and present the video in the web. With Node.js you can do it I did it with PHP for a web that shows all the files in folder.

For videos if you use the native HTML5 video tag to add the video to the generated html you got controls auto for modern browsers.
