Some plugins/modification for text editors have auto-completes. But still, it is actually up to muscle memory.

The key to memorizing the CSS code is constant practice. I stopped Web Dev practice during feb 2017, and when i started in march again, i had forgotten alot of things.

That's a problem...but mostly not about or not only about css.
Mostly you should remember What you can do and just a name of property/method e.t.c and then just google it or use IDE that will help you(some of them hints you about syntax or what you should type next :D )
Also if you forgot how exectly somethin works you can use IDE's reference (basic or plugin) to search faster.

You can't remember everything and thats allright.
Just practice more to keep somethin in memory.
