Where can I code with HTML and CSS?
Hello, everyone What free IDE’s can I use to code html and other languages (not including Python) , besides VScode?

opensource, or open source:
you can see it's code, and run/compile it yourself;
you can modify it for yourself;
after the modification you can suggest your improvement(s) to the developer(s);
and so on.... search engine "knows" more

why not VSCode? it's a decent ide. Just don't overload it with too much fluff.
Or VSCodium, if you're anti-Microsoft.
Sublime text is good,too. It's fast to start up and easy to use and extend.
Zed, Vim or Neovim, if you're feeling adventurous.

sublimetext is of course good and fast, but not opensource, and not really free;
