What do you think is the course I need after learning HTML and CSS of I want to learn Web Development. JavaScript or PHP?

It mainly depends on what you want to do in web dev.

If you wish to learn more on server-side scripting languages by adding dynamic content and becoming more versatile on web design, you may want to go with php.

If you would like to work more on interactivity and work more on client-side scripts , you might want to go with javascript.

it depends really as both languages validates user input and also have database abilities.. sql and node.js ..

you could learn php then go back to learn js..
or learn both at the same time gradually before you start any project #hardcore ☺..

you cannot compare Javascript wtih PHP. Javascript is a must, PHP is just an option.
