Is programming something different from learning a language?

I have heard by many people that one should first learn what programming is before learning any language when I was beginning with computer programming, and I should first learn about algorithms, data structures etc. Is programming should be learnt before learning a language? If yes then what actually programming is if it's not about a language? Just super curious!

Human is curious by nature. If you're learning a programming language, probably you just have a problem to solve If not, reading about generic algorithm, data structures and the like is a good thing Both can take place at the same time, no problem

yes. programming is a totally different from learning a new language mainly its about solving problem while learning a language basically doing something you already know but differently.
