You can animate using SVG in HTML... But it is a vector-based graphics... To animate HTML DOM elements, you will need CSS3

There are many ways to animate in Html5 ( considering meaning in web: with html, css and js, as advanced Html5 is near to be inseparable from both other, plus <svg> possibilities -- now integrated part in Html5 specifications )... So, answering to your question need to be a lot more specific on what about you want to animate, and how ( not technically, but your "visual" expectation ) to get accurate technical answer ;)

Honestly, i'm not sure u can animate on html
..but css (css3) more correctly for animation, and more responsive it
