I want to make responsive website for all platforms(computer, phone ,tablet...etc)

Responsive Web Design uses only HTML and CSS.
1.You need to know CSS very well(things such: media queries, flexible-grids, viewport, fluid measurements, etc..) you can read about RWD Responsive here: www.w3schools.com.
2.Or use RWD frameworks( Bootstrap, Foundation etc).
It depends on you, use a method that is more practical for you. Good luck

etc. and learn css media querys for complete responsive website design
