Can i print a welcome message when my laptop starts using python programming

I want to display a welcome message when I open my laptop and to start some basic application like outlook automatically using python

Python can surely do that for you, but you have to add the .py script to your autoexec (depending on the operating system you use).
It might turn out that it is a bit of overdoing, as you can simply add an echo command and the very application to the autorun batch, no need to execute any scripts just use your OS's syntax.
