Which PC is best for programming (i.e chromebook, windows, Mac)

Never messed around with Chrome OS, but I guess in case you run into issues the amount of documentation available on line is more for Widows/linux users.
I read somewhere you can install a linux distro on the chromebook hoping that it's not locked up the same way android mobile phones are.

GNU/Linux machine. A small Debian install with no greeter (login, startx if needed) and XFCE will give you a decent environment and lots of spare resources. For those wanting a quicker setup, there's Manjaro which makes Ubuntu look unevolved. Then there's Ubuntu, the popular choice. Then there's stuff like AntiX and MX in the middle.
Linux OS comes with many preconfigured looks, feels, and weights on system resources. But above all, there are way more tools than Windows can provide. I've not used Windows in 5 years or more and never looked back. Most engines are starting to support Linux too, though Linux has its fair share like OGRE3D.
