Can I create a site well done only in Html and Css?

I want to create a site for my church that looks good and looks nice. But Ihave this doubt. Only with Html and Css I can or can not?

HTML and CSS will be enough! It may lack some usability, but if it only displays some info with links and stuff, then you only need to work on making it look good!
