My phone is overlay i cant upload and download photo phone asking for permission what i do?

I am afraid, there's a malware in your phone if the error is
"screen overlay detected.."
and you cannot change other apps permissions in normal boot
To fix it,
✓try factory reset, and install antivirus app right after you are done without connecting to the internet by putting apk file of it from other device.
✓if this does not work going to the customer care is your only option
Alternatively, as of now you CAN change any apps permissions thru' safe mode

if there is some other issue I would like to see a screenshot of the same.

no dear, you are not exactly hacked

this happens when you install some 3rd party software, it somehow gains more access then it is supposed to .Thus messes your Android system.
use above 2 tactics I mentioned and report back

Some apps use screen overlay to show content on other apps. There is no need to worry about it and believe me there is no "Hacking" involved 😁 . One of the most common example is facebook chat heads or truecaller.
The reason android blocks permission on overlay is to stop some overlay app from showing you wrong permissions and mislead you into granting harmful permissions.

No need to worry. All you need to do is find the most recent overlay using app and disable its overlay permissions. For this go to Settings - > Apps - > search for overlay options (Draw Over Other Apps) and disable it for all active overlays.

Ones you are done granting permissions you may revert back to overlay changes anytime.
