my question is, while writing an actual webpage, would you literally place quotations around the values? i.e. "center", "10%" or are the quotations here just for the readers who are learning the language?

You actually put the quotes, it's part of the attribute.

I couldnt get my attributes to work at all until I read this post and tried removing the quotations. Then they worked perfectly- anyone know why?
