Is Html really a program language?

Html is definitely a mark up language.
Years ago that's where I started, and I think for someone completely being self taught and not knowing the direction to go, it was a good choice for beginners that might feel like they are going to struggle since it teaches some basic concepts with order and syntax. It can be a good lead in to a high level programming language. I think it's valuable in some sense.

I used to argue it was programming. And in the slightest it is. But, it lacks in so much compared to other things and now I understand why it's a markup language and not a high level programming language

Yeah its of course a markup but it do teaches basic programming syntax and requirements.
