I would just change it to a PNG, and if using pygame, as I believe you are, just decrease the default screen resolution. Do you mean the image is too large in width and height or is too high resolution to load fast? either way, this site is good for resizing pngs: http://resizeimage.net/. At the end choose normal compression.
