How Kotlin is different from java ?

Please explain ...
what are new features that kotlin have ....that Java doesn't .
If I'm new in Android App development , which programming language is better to get started with ?

Kotlin removes the NullPointerException and uses less syntax. It allows for less code to perform many of the same tasks. It is also more succinct and easier to read (IMO). It is fairly simple to convert most Java projects to Kotlin when using IntelliJ or Android Studio.

You should still learn Java (at least the basics) if you're planning to do Android app development. Then learn Kotlin. Knowing Java will help you learn Kotlin. Most Kotlin tutorials start with the Java code and convert to Kotlin anyhow. Including Kotlins own Kotlin Koans tutorial.
