Which language should I learn after HTML and css

JavaScript. After it would be very easy to learn jQuery.

JavaScript, then jQuery, then learn a responsive CSS framework like Bootstrap, then learn C#, then learn SQL, then study LINQ, learn some popular architecture patterns like MVC and MVVM, then learn SSAS, SSRS and SSIS, then learn at least the foundations of computer science. This is basically the path I followed (organically) in becoming and working as a professional software engineer. I think it's an effective path. Of course, if you're looking to become a professional developer, study the job markets in the places you'd like to work and find out what the popular technologies are that are being most widely used in those areas. I became a full-stack .NET developer because those skills are highly desired in the tech industry job markets in the areas around where I live and where I want to work. It always helps to be looking ahead, in this regard and others in the industry. To stay relevant as a developer you have to stay on top of emerging technologies and track their popularity. That doesn't mean learn every new thing that's coming up, but it's good to keep an eye on them so you know when you need to be learning something new.

True js is obvious next step but i also recommend you to learn some css frameworks like w3 or bootstrap
