Can I learn python with no programming experience from a raspberry pi?

so I have never programmed in my life and was wondering if I were to buy a raspberry pi starter kit, an keyboard,mouse, and monitor, could I practice python?

It's actually the other way around. You learn Python basics first before getting into Raspberry Pi.

You definitely can learn and program it without a pi. There's an IDLE for desktops and more IDE's.
