<hr/> and <Hr></hr>?

Question

<Hr/> is an empty element so if I write a code as = <Hr color="red" size=70%></hr> is it right?
because it works!
and even <Hr color="red" size=70%/> works!
so which one is right?

use CSS for style its much better
you can use anyone of this they are valid <hr> or </hr>
the end tag is required in xhtml </hr>
don't use <hr></hr> its not required & should be avoided for the best (unnecessary)
