Frames are mostly deprecated at this point because they were not the most user-friendly experience. It used to be that the title of a page was in one frame, the nav bar was in another, and then the content was in another. They would essentially split the browser window into 3 (or however many you wanted) separate pages which made it hard to save webpages offline, or if one page went down it caused problems across the site.

Now in HTML5 there are tags that separate out the different areas, and CSS does the styling. I would not recommend worrying too much about framesets. Just know that you might run into one while doing web development, and if you see them, you should definitely try to update that site.
