Maybe instead of "why" you may ask "when" to use PHP.

=> when you need an easy to learn and wide spread server side executed language.

asp and jsp there also used to be coldfusion but I think that became part of adobe's flex platform. you can also use .net which allows you to program in java, asp, c#, c or c++ although .net is not as portable as php as you have to create full applications to use it on your server. asp and jsp are closest in format but I am not sure if they are fully supported anymore. I dont think any of those mentioned is as simple as php. there is java and there are server side java frameworks though I cant really say how good they are as I have never used any

PHP is fast, easy to learn but yet, very mature and complete.
You can do anything with PHP that you do with Java, C#, Python...
