Apps like this will might get you started but if you really want to learn the language and train and excersise it to become a pro, a pc/laptop is absolutely needed because not only mobile apps limits the options of languages alot but also it can get really frustrating to use mobile for writing a real(or just for practice) program.

Coding on your phone is a hassle.

I made a 200 line code on my phone once.

I took a long time and it was annoying to switch tabs for refferences.
