You might be able to write it in sublime, but particular ides are best in particular field, sublime is best for web development! I recommend netbeans or eclipse for java, you will get them best over others :-)

It is up to you. People usually use eclipse or Netbeans for development. But you can even use Notepad (forget Notepad++) if you truly insist in not using the IDE.
