What is the best way to code all the website necessary files ?

Thank you Franz Alt. my question is how to code ALL files. without losing time coding the same codes for different files.
My answer is to Create a functions.php file and config.php then code all the rest of website of cours we have already the html codes pages. then call the functions file in header.php that's the edea to win time.
