Making a simple app. What program and what language should i use?

I have an internet page that i would like to make an app for that will open the web page simply by opening the app. What program on my computer should i use to build this app and what language is recommended for it? thank you for your time.

Whatever language you understand best that you can develop an app for your computer. Not all languages can create apps for all computers. You may be able to understand one language and program in it much easier than others. It makes sense to use that one, if it can create an app.
