I use NetBeans. I can't attest to what is the best, but that's what I use.

I'd say go with any of the three. IntelliJ, Eclipse or NetBeans. It's just a matter of getting used to any of them. I've worked with Eclipse and NetBeans and they both have cross-platform support, as well as a wide range of language support.
NetBeans has better Java support though, and JSP/Servlet development and deployment is much easier with it. NetBeans also comes with an inbuilt SQL support which makes it much easier for beginners but Eclipse has much better JDBC driver support.
NetBeans has other problems as well. It takes far longer to start, loading a first instance is a ghastly business, and Eclipse is a bit easier to start with.
Because of it's nature, being extensible you'll need additional resources with Eclipse, but it's stuff that's easily found online.
All in all, I guess Eclipse does better than NetBeans in my experience but you probably won't have much issues with whichever you choose.

go with eclipse, not because it's the best(although it's awesome) but because u ll get many supporting tutorial s and links to get u a good start, as it's free and a lot of people use it

For windows, I suggest Netbeans IDE , you can also make GUI applications.
For Android , You can use several code editors like sololearn and offline code editors are also available on playstore like Java NIDE ~ N studio.

I think it's BlueJ.The codes are easy to access and it helps to keep the programs in a order.Moreover it is GUI(Graphical User Interface) based thus it is easy to use.
