Is Django what I need ?

Question

I worked on a local app with Python 3. This app uses data stored in large .txt files. I thought I could build an html local page to have a visual interactive interface with forms for my project.
I read about CGI on forums, and about django.
If someone can tell me the basics about it, I would be so glad ! Is django the right tool ?

To continue here with my question : the thing is I don't exactly get the idea of what Django is made for, even after googling it. So can you tell me in short words ?
