Bootstrap is a CSS framework, and Laravel is a PHP CMS framework...

Any of both are CMS by themselves: Bootstrap only provide CSS prebuilded stuff mainly to easiest responsive design, Laravel provide a framework to code a CMS web app in PHP environement (but you'll have to handle it quite from scratch, even with some facilities comparing to do it in pure PHP).
