You can create a website with only HTML if you wanted.

However, JavaScript, Java, and all of the other languages/frameworks simply add onto what you can do with the website and in which ways. You didn't know HTML or CSS prior to learning it either, so my recommendation is to practice your HTML/CSS as you're wanting to do, but also start learning JavaScript and some of the other things that make modern websites operate as they do.
