Separate Site for Mobile and Pc rather than making responsive which just adjust the width.

Can i make a site for phones completly different from the pc's version of site so as to make it look more good on both pc and phones....

most of websites that use this technique usually have a subdomain where they have their responsive mobile version on it. like m.youtube.com instead of youtube.com

Yes, in fact usually "are different".

And as Kingdx said many domains change mobile version to m.domain.com

use @media. it get information from computer about screen size. if this is under 600px. it makes changes
