Since you edited your question after I answered you, I'll update my response as well. Freelance sites it's going to be completely relative to the job/employer that's requesting help, so I can't really speculate that. Since you're often competing against other programmers, usually a lot less than if you were employed somewhere.

India:

Figures are updated for 2015 July. Openstack and high usage of Django for new projects have lead to more demand for Python/Django Developers.

In India one can find Python developers at varying price points. 

1-2 Year experience - 20000 to 70000 Rs per month
3-5 Year experience - 70000 to 120000 Rs per month
5-9 Year experience - 120000 to 260000 Rs per month

Designations would be software engineer,  sr software engineer, Technical lead, Architect.

In mumbai I have noticed lot of small companies/startup hire MSc and Bsc students as their salary expectations / market salary is much lower vis a vi B.E and MCA. On a personal note I find Bsc / Msc  students as good as B.E/MCA
