Computers only know 0s and 1s. I'm not 100% sure I understand your question. Hardware is the physical machine that is processing electrical signals sent at different intervals (signal connection = 1, no connection = 0). Computers do this INSANELY, mind-bogglingly fast.
So yes, all code is broken down into several lower level languages (assembly, machine, etc.) and eventually into binary (plain old 0s and 1s) which your hardware can actually use. This obviously means that hardware runs code but technically if you have multiple machines you can use the code on one to run the hardware on another (turn it on / off, etc.).
Hopefully that's roughly along the lines of what you were looking for.
