Well, Javascript is powerful enough to talk with your device hardware. But Javascript alone couldn't make it possible without help of an interpreter which is here a V8 engine written in c++ that powers both of your browser and webview. You can access almost everything ( such as battery, device motion, orientation, vibration, fingerprint, camera, microphone even recently implemented NFC and many more).
