Sure. It's not recommended, but it is enough for very simple pages. For more complex websites use CMSes or use Php or Java servers or similar.

These are not completely the same goals you want to achieve. To create a dynamic page it should be possible doing this without JS.But you need JS for client based user interaction. This cannot be achieved by using php.
