You can install Linux instead of Android on your phone using ADB, for example. But you will lose your guarantee and lots of popular Android apps.

Maybe there is a virtual machine like Virtualbox, I don't know if there is any for Android. Try to search, if you find, you will be able to run Linux on your Android device.

if you want hacking tools on your android then root it.
but there are some tools that doesn't require root like metesploit
for linux command line interface ( aka CLI ) like linux download termux. you can install and use hacking tools in this app. Moreover you can install c, c++, python, ruby compilers and interpreters in this app
