Best language for Desktop programming User interface

I've always wondered, with web programming and mobile development taking over and most developers becoming web developers, desktop programming I.e programming for PC such as a windows application are becoming obsolete, but still I always wonder which language can produce the best User Interface and give a great User experience for a typical windows PC?

your question is i like it ,, my opinion is nowadays web programming and mobile development best language is C# and .NET framework ,i used visual studio 2015 is best to create what you want like ios or Android or Windows application or etc,,
i briefly recommended to use C# ,,.
