If i am not master in programming and im only beginner or intermediate so can i earn money from online or offline???

Where there's a will, there's a way. As a beginner/intermediate skill level, you'd be able to get an entry-level job easily enough. Just do your best to further hone your skills prior to applying and build up a portfolio to demonstrate what you're capable of doing. Combine that with furthering your ability to communicate and represent yourself properly; you'll be able to get a job without a problem. What type of developer are you considering? There are many different fields and many different jobs, so you'll want to take that into consideration prior to applying somewhere. Something that I do is look online at their job postings and usually, they'll express exactly what they're seeking from an employee. Use that list to realize what you need to learn and start learning/practicing it so that you have a good understanding of the skills they're seeking.

It depends, if you are a beginner or an intermediate you have a role to play, for instance you can make static web design with just html and css alone while learning advance things like js and php
