If I want to upload my website to google,must I buy a domain name? Now my website name is name.000webhostapp.com..

Should I change my website name to name.blogspot.com. Pls give me some advice.I hope not to spend a penny.

Static Websites can be hosted via Github pages, Firebase Hosting etc. for free.
And Uploading Websites to Google is not the correct term.

You don't upload websites to google. You just buy domains and hosting from various other sites. Then use Google SEO to make your website appear in the top results of Google
