Need help in building form

Question

I have a form for adding users where the admin can assign multiple roles to users.
And then based on that if the user has a role which supports multiple departments then the admin can assign that user multiple departments otherwise admin can only assign one department even if no role is assigned.

What I want:
1: is there any library or template available for doing this work fast?
2: what process, system or field is called, which is being used for assigning roles and departments in the image so that I can search about it?
3: I am using Laravel if you know a better method to do that in Laravel?
