Swift is a programming language created by Apple to create Mac and iOS apps. Wondering why you can't develop Swift applications for Windows is like wondering why you can't develop .Net applications for a Mac. It is just OS-specific.

Swift on Apple products is equivalent to Visual Basic (or VB.Net) for Microsoft products. It is a competing language / platform so don't expect MS to make it easy. MS based developers would ask just the opposite. Why doesn't Apple support VB.Net? You'll find the same answer there. P. S. VMWare is awesome! I use it all the time. Whoever came up with that is a genious.
