Did you read the HTML course?

Lot of plausible frameworks for such things these days also. Such as wordpress, joomla, etc.. If what you're wanting is contained within that, then why reinvent the wheel, ya know?

However, read all the way through HTML, CSS, JavaScript, JS framework (jQuery/AngularJS/React/NodEJS/etc..), SQL, and PHP (unless you want to use NodeJS for server-side). That'll get you pointed in the right direction and by the time you're even a fraction of the way done with that, you'll understand the answer to your question.

It's worth noting that you can accomplish this with only HTML, but really depends to what standards you're expecting from a blog in 2017. As far as the public, they expect many things in 2017.
