blogspot.com and wordpress.com are hosted services, so you just need to sign up and start blogging.

In wordpress.org you can download the source platform of wordpress and install it in your own server; in this case you must have to public your server for internet access or simply work with it in local intranet.

I recommend you to use Wordpress for your posts, it is more easy to configure and manage (both hosted or locally).
