Why are Java projects infamous for taking longer time than other languages though it is more robust?

There are obviously many factors that affect project development time, such as effective management, good coding practises, backups, good IT department (maintaining machines and security), quality of hired programmers! So many factors. We used to have an embedded department that could develop in assembler faster than other departments coding in higher level languages. They had worked there 20+ years, and had built their embedded system from the ground up. They were also hidden away, far from office politics, which sped things up for them! đ
