Regardless of being built in or not, acquiring packages that grant IDE features to a text editor in turn grant that text editor the status of IDE for the packages are now "integrated" with the text editor. Integrated doesn't have to mean originally a part of.

?????? No, there are other programs too like Notepad++ it is a better version of notepad that I like to use to do some HTML.

Sublime
notepad++
Brackets
Atom
Vim
or an IDE (Integrated Development Environment)
Microsoft Visual Studio
Eclipse
IntelliJ idea
Net Beans

Atom is definitely an IDE if you get the right plugins like nuclide.
