You can use b , i , u , center , etc . But it will be better if you use CSS because in CSS there are various options to format text like text shadow , text decoration etc.

CSS is better, because:
- easier to read (you can use stylesheet)
- more desing options
- better, when you want to use the same desing for multiple pages or special divisions, sections, boxes
- the cons of using CSS is that sometimes is better plain HTML for example, when you have slower internet connection and you would like to display page
