HTML + CSS + JavaScript (or ECMA Script) is recommended for static websites.

You have to learn JavaScript, CSS, bootstrap for better web design!!

nope only html won't work you will need to style it and make it responsive
I recommend you to learn css3, bootstrap 4 and JavaScript after that
