It depends on the language you are learnin ... you need a text editor and probably a compiler .... Visual Studio might be a fair option for c++ that you have taged in your question.

You definitely need a text editor. Someone already suggested Visual Studio. I use Atom (atom.io) which is free and very user-friendly.
