Web designing is the combination of Front end and back-end. If you want to develop a website you have to learn frontend like html, css, JavaScript and to make it work you need to learn back-end also like php, c#, python and many others....
if you want to be a web designer you need to learn designing from sketch, AdobeXD etc...Hope this will help you

Website consist of two sections.

1st section is the front end also called web designing . You have to learn basics of html , css and javascript for front end but there are also other frameworks and libraries like bootstrap jquery react etc that you can learn.

2nd section is the backend which requires backend languages like php , python , ruby etc and databases like mysql etc.

I recomend you to start with html ,css and then javascript.
