I would like to use C++ on my Alcatel mobile phone but don't know how.

There's an app called CPPDroid which is a C/C++ compiler. It should work similarly for what you need.

The app's from the Google Play store, nothing special.
An IDE is an Integrated Development Environment, and that's what the app is. It has an offline compiler, highlights syntax, and doesn't require root.
